On November 17, the Legislative Assembly approved the Non-Commercial Online Purchase Facilitation Act, which will bring tax benefits for non-commercial purchases under $300.
2. Tax exemption
Transactions would be exempt from taxes, procedures facilitated, customs processes simplified, and unjustified charges to consumers avoided.
3. Elimination of customs duties
The regulation eliminates the payment of customs and import duties for people who purchase products online through e-commerce platforms for consumption and not for sale, whether by mail, express delivery companies, family shipments, or air parcels.
4. Expansion of countries of origin of goods
In addition, the regulation expands the portfolio of countries of origin of goods so that Salvadorans can buy products from all over the world. The aim is to provide the population with greater access to products previously limited to people with greater purchasing power.
5. Exclusion of benefits
The law excludes from tax exemption prescription drugs for human and veterinary use, precursor chemicals stipulated in the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances. In addition, firearms, ammunition, pyrotechnic explosives, and related materials, hazardous substances subject to permit from the Ministry of Environment and other institutions, ionizing radiation-emitting equipment subject to permit from the Radiation Protection Directorate of the Ministry of Health.
