On July 4, 2024, the Congress issued Law No. 32089, which delegates to the Executive Branch the power to legislate in matters of economic reactivation, regulatory simplification and quality, state entrepreneurial activity, citizen security and national defense.
In tax matters, it is delegated with respect to the following points:

1. TAXATION OF BUSINESS MODELS BASED ON DIGITAL ECONOMY
|
Amendments to the TUO of the IGV and ISC Law.
|
Implementation of a mechanism for collecting the IGV, with suppliers or intermediaries of non-domiciled goods and services within the framework of the digital economy and adapt the tax regulation.
|
|
Incorporate remote games and remote sports betting to the ISC tax. |

| Amendments to Law No. 31557, Law that regulates the exploitation of remote gaming and remote sports betting. |
Establish the delivery of welcome bonuses, accounting, determination and collection of the tax, among others. |

2. IMPROVEMENT OF THE TAX SYSTEM |
Amendments to the TUO of the IGV Law and to Law No. 29215 and the Tax Code. | Referring to the annotation of operations in the purchase registry. |

Obligation to Executive Branch entities. |
Establish that the entities of the Executive Branch must compulsorily apply the methodology for the determination of costs of administrative procedures and services rendered. |

Modify Article 98 of the Tax Code. |
Regarding the composition of the Tax Court. |

Amendments to the LIR |
To establish the obligation to make payments on account for individuals, undivided estates or conjugal partnerships that receive second category income from indirect disposals. |

Improve the rules of advance pricing agreements, according to action 14 of the BEPS project of the OECD. |

Modify the valuation methods of the Transfer Pricing rules.

|
Simplify the registration of the RUC for non-domiciled legal entities and legal entities incorporated abroad that must file the declaration of the beneficial owner. |

|
Approve special installment payments for debts and encourage payment with discount bonds. |
