The OECD analyzed Peru’s tax system and recommended reviewing various tax benefits.
According to the organization, Peru’s tax burden remains low compared to the regional average and that of OECD countries.
Benefits Under Review
Some of the measures mentioned include:
- Tax benefits for large agricultural companies
- Reduced IGV (Peruvian Value Added Tax) rate for hotels and restaurants
- Tax benefits in the Amazon region
- Drawback (tax refund scheme)
- Deductions applicable to certain types of earned income
The OECD claims that tax benefits should be evaluated based on their results and impact on tax revenue.
What does this mean for businesses?
It does not mean that tax benefits have been eliminated. These are just recommendations that could lead to future tax reforms.
However, businesses currently using these mechanisms should analyze what percentage of their profits depends on them.
Drawback’s case
The OECD also questioned the methodology used to calculate the drawback. It suggested bringing it in line with the tariffs actually paid.
Companies that export should closely monitor any regulatory adjustments to this system, as any changes could affect their cash flow and the profitability of their operations.
